Hurtado’s Aviation Infrastructure Bill Clears Assembly and Returns to Senate for Final Legislative Push

Sacramento, Calif. (August 20, 2026)— Senator Melissa Hurtado’s SB 661 cleared a major legislative hurdle after passing the Assembly with unanimous support, moving California one step closer to strengthening regional airports, modernizing aviation infrastructure and expanding air service across the state.

 

The Assembly amended SB 661 before passage, sending the measure back to the Senate. The bill is expected to first be heard by the Senate Transportation Committee before moving forward for a concurrence vote on the Senate Floor.

 

“This bill is a long time coming. It brings real investment to places like Meadows Field, places that have been overlooked for too long,” said Senator Melissa Hurtado. “Folks here deserve more flight options, more good-paying jobs, and infrastructure that actually meets our needs. That’s why the Legislature backed this bill across the board, and why the Valley is behind it too. We work hard, we stay rooted, and it’s time we have the same opportunities to grow and connect as the rest of the state. This bill is about fairness, common sense, and about making sure the Valley’s voice gets heard.”

 

This measure would direct a portion of state sales and use tax revenue generated from jet fuel into California’s Aeronautics Account, creating a more consistent funding stream for airport infrastructure, air service development, workforce programs and aviation needs across the state. Assembly amendments brought stakeholders into alignment to preserve the bill’s central goal of reinvesting aviation revenue into California’s airport system.

 

The bill’s advancement comes amid renewed momentum for regional aviation in the Central Valley. Meadows Field Airport in Bakersfield recently launched new daily nonstop service to Los Angeles International Airport, expanding connections for travelers and businesses throughout Kern County. Earlier this year, Hurtado also announced a $1 million state investment for infrastructure improvements at Meadows Field.

 

Senator Melissa Hurtado is Chair of Senate Budget Subcommittee #4 on State Administration and General Government and currently represents the 16th Senate District in the California Legislature, which includes portions of Fresno, Tulare, Kings and Kern Counties.
